Lo studio pone in evidenza l’importanza strategica e non più rinviabile di integrare l’adattamento ai cambiamenti climatici all’interno della pianificazione territoriale, con particolare riferimento alla scala locale. La metodologia proposta definisce, nell’ambito dei processi di Valutazione ambientale strategica dei piani urbanistici comunali, un quadro logico e coerente di obiettivi, criteri e azioni orientati verso questa integrazione, al fine di rendere i piani strumenti realmente operativi e capaci di incidere sulle trasformazioni territoriali. L’approccio mira a favorire una pianificazione pienamente orientata al principio dello sviluppo sostenibile, capace di dialogare con le strategie di mitigazione e adattamento ai cambiamenti climatici, e quelle relative alla gestione delle risorse naturali, all’uso efficiente del suolo e al rafforzamento della resilienza urbana e territoriale.
