Recent European policies emphasise the need to “bring nature back into cities” to support biodiversity, strengthen climate resilience and improve human well-being. However, accelerated urbanisation, increasing population concentration in urban areas, widespread soil sealing, and the intensification of extreme weather events are generating structural vulnerabilities that challenge the capacity of conventional planning tools to maintain environmental quality and social well-being. The revision of the Varese Urban plan offers an opportunity to apply an ecosystem service–based GBI framework to inform municipal planning, guiding targeted interventions that integrate climate adaptation into urban regulatory processes.
